Except 2 was meant to be a game that put in some of the ideas that could not be made in time for the original. It was meant to expand upon the gameplay and experience from the original. They've mentioned in the past that there were ideas they still had for Galaxy but couldn't implement them in time. Plus they weren't into DLC at the time so the only way we could see their extra ideas was a true sequel (the first in 3D Mario history). So...I don't get your point in playing it safe when it wasn't even their intention.
