It says pokemon would guarantee a large user base. It doesn't really specify 2017 for it, rather than Destiny. 

 

Launching a game at the same time as pokemon on a Nintendo console is... Silly. Even destiny. Especially if it's the first true mainline pokemon on said console. 

that is true the only way i can see that not being suicide is if Nintendo somehow got the marketing deal for Destiny and had hardware bundles with Destiny on the same day Pokemon releases.
