Always does, except in all those E3's listed in the OP. Super Paper Mario, a way less niche game, couldn't even get into the 2006 conference. The XCX comparison doesn't work as it had no competition for screen time last E3, certainly not new hardware. Btw Paper Mario n Pikmin 4 are not confirmed for Wii U, but you knew that already.
