Not him pretending his team were really going to build a game around the NX's specs versus simply porting whateer they've already made or are in the process of making for PC/Xb1/PS4. Nintendo should give a courtersy response, but his statement reads as fairly empty in the actual full context.
I don't doubt that a fair number of small devs have kits, most likely those whom Nintendo sought out to work with or have worked with in the past.
