Most games in the PS2 era didn't even touch 1 GB, the was a link someone posted which detailed the sizes of all the popular games of the era and only a handful wouldn't have fit on a single layer disc and a very few would not have fit at all, the mini-disc excuse is one of the most exaggerated in gaming history as 90% of games would have fit on them with enough space to spare, the average size of a game back then was around 600-700mb. It would have only affected games like FFX that use a tonne of video files.

PS2 era just comes down to Playstation's popularity and the long standing fact that most developers have only ever wanted to develop solely for one platform to reduce work load and costs.

I just checked like 20 games, and most common size is 2-3gb. 

I have a hard time believeing that the avg size was less than 1GB as you claim.

GC 1.5GB limit was a huge issue, and a bad hardware design choice from nintendo. It wasnt a exaggeration, or excuse, it was a real issue.
