Limited cross-buy is not exactly converging the two platforms. It only allows someone with a gaming capable PC with windows 10 on it to play some xbox one games that ms is allowing on there. PC and the xbox one are not converging. The xbox one will not be able to play PC exclusive games.
I think MS is trying to get more people to switch to windows 10 and to make the xbox one a more appealing console to windows 10 users. MS consoles are here to stay as long as they make a profit.
