I know it says 'rumor', but here's the French article they linked to, translated via a free online translator:

At the time of an interview granted to our colleagues of JeuxVideo Magazine, Michel Ancel (dad of Rayman) declared that Beyond Good & Evil 2 is currently in phase of préproduction. Considered as being the one of the better games of the year 2003, Beyond Good & Evil unfortunately had not right to the commercial discounted success. "I work on Beyond Good & Evil 2. We are in préproduction since a year, and we carry out a research work in small committee. But for the moment, this is at the step of preliminary sketch, Ubisoft did not again give his agreement" specified Ancel during the course of the interview. In slides, it announces that this are 10 to 12 persons that work on the project.

"We want to be in the continuity of the first one: a big variety of phases of game, a lot of emotions in the gameplay and captivating personages. This time we approach the planet future, the report to the animals [...]". Tempting, isn't that right? One hopes in any case that the French editor will give quickly his green light. And why not an announcement to the event UbiDays?
