It's not so much about a number for the age as it is about appearance. Girls who look like 13 aren't going to get past authorities if developers claim that they are 18+.

are you just making this up?  who can tell the ages of many of these girls these days-  both in video games and in real life-  (up to a point)  

have you ever seen womesn clothing catalogues in the US and even womens magazines -  they would make these video games blush and the catalogues/magazines that cater to the younger demographic are; if not illegal def in poor tasete  

By your logic there will be red shirt and black boot brigades patroling beaches in the summer rounding up every girl under 18 in a bikini
