Each version of Fire Emblem Fates does not have as much content as Awakening.

That $64 is only applicable for those who preordered via two retailers. And with all of it combined, it still has less content than Fire Emblem: Radiant Dawn.

Granted Radiant Dawn goes for $100 these days.
