Actually the cosmic evolution of heavy elements took a while and we are at the beginning of the unverses life span. We very well could be one of the early civilizations. Just look at a life span of a red dwarf star they can burn for hundreds of billions of years yet the universe exists only 13 Billion years.
We are as early as can be, as it took some time for the universe to cool of and to create heavy elements.
