I would say no if you already have a PC and a PS4. What you listed is essentially the bulk of what the overlap of what those two systems miss, and I would say that's worth the purchase of another new console.
If you only had a PC or a PS4, or neither? Then the decision would be on the table. But in this case, I'm going to say my opinion is no.
