It's very simple.
Most of the Asian countries that ioi names are PC-oriented.
The 360 is the console with a library of games closest to the PC. Mystery solved. And as for the countries, I believe that it's pretty much every country not included, although ioi can't track just every country that sells games. The ease of pirating 360 games likely makes it popular worldwide.
