Depends. I got used to it within 8-10 hours of playtime, but before that I watched countless Let's Plays by shenryrr, Arumba and other YouTubers. Watching tutorials really doesn't help you. You more or less need to develop a feeling for the game mechanics.

Played eu3, started eu4, and i think this taked me over 2week to play well, and over 1 month to learn all subtility. 

But eu4 is easy to learn against CK2, i have a friend who could never understand the game :p

From 8 hours to a month. That's what I feared. But this thread is really inspiring because there's so many of you who put hundreds of hours into this game.
