There are a lot of things we don't now at this point. Is Nintendo unable to keep their software output and need the help of 3rd parties, or they ARE able to do so but they don't do it to focus on the NX as much as possible? Or both?

No, they simply can't create that many games on their own without assistence. This isn't something new, it's been going on for quite some time, during the 6th & 7th generation many Nintendo games were developed or Co-Developed by 3rd party studios.
