They had every opportunity to get help from their superiors and this isn't the first incident either since every recent report cards they have gotten a bunch of Fs ...

Shouldn't that be enough to pass judgement ?

Ok...

Are their superiors a reliable source of help? Are their parents contributing at all helping out their grades, if not detrimenting it? Do they have a legitimate reason why they got F's because of inside home situation and/or such? There's so many more variables that I can't really answer objectively.
