Aonuma, if the game is due out this holiday season then I'd suggest you don't have time to "think long and hard" about that. If there was going to be voice acting in the game that decision should definitely be made by now, and really the decision about whether Link speaks should've been made too.

Given how far along the game should be by now, I take this to mean it's already decided it won't change for this entry, and that he's talking about future ones.

I hope so, but I think it's fair given his and Nintendo's track record to be a little suspicious when he makes comments like this that the game isn't quite as far down the road as we might believe...

Gotta be honest, if Nintendo came out later this year and announced that Zelda was pushed back to 2017, I would not be surprised.
