A true remaster of Twilight Princess would need a complete graphical overhaul, making it more of a remake than remaster. That would mean new assets, new character models, new textures, and all of that wouldn't be cheap. It would need at least need a mid level budget and quite more time which could possibly hinder and slow down production of other possible games. Probably the main reason they outsourced it instead of giving it the in house treatment.
