It quite literally can if its connected to the internet. My PS4 downloads and installs updates while it's turned off right now. The PS4 is never truly off if its plugged in.

Yet somehow when I quite literally turn my PS4 off from the main menu, my PS4 will still "wake up" and install updates overnight. Amazing how that happens isn't it? It's almost as if your PS4 is never truly "off", and Sony is more than capable of communicating with it even when it's "off".

You really need to look in to how "off" the PS4 is when it's "off". The results may surprise you.
