It's possible. Wind Waker HD sold 1.62m as of the last financial report by Nintendo, and that game isn't as popular as Twilight Princess.
I think the major thing holding this game back is that its legs could be cut by the Wii U's successor launching relatively soon. It just won't have as much time on the market as WWHD. I do think it's a shoe-in to be in the 1-2m range though.
