1. there is clearly a sign that the skell can fly towards another planet(not region) the reason why i say this is because when u look at the distance there is clearly an unfinished view in the far distance that clearly gives the idea that you might have or could have been there

I'm not a hundred percent sure what you mean, but I heard that the scope of the game had to be reduced dramatically during development, and that it was originally planned as being fairly different than what we ultimately got as well. This I understand is fairly typical, so I wouldn't read into it much.

2. the aceptable thing like walking trough enemies or shooting trough bricks and rocks is clearly because the game was not finished. im sure they were planning to fix that. but somehow they decided to make the game bug and glitch free rather then polishing a few minor(major to some of you) things.

I actually really, really hate the shooting through walls mechanic. Especially in the alien towers, combat can become a nightmare wherein you're getting sniped at from literally who-knows-where. I really wish they'd fixed this.

3. clearly when u swim or floath the water u can see that it is really possible and almost sure that there were more regions that were not implemented later on. however it is not a big deal. but still it is another finsing of how big the game really was and has been shrunken a bit( it is still one of the bggest games tho)

From what I understand there were not necessarily going to be more regions, just that the ones we did get were supposed to be much larger/different. For example, New LA was supposed to be yet another New Tokyo (kinda glad they changed this), and there was supposed to be some massive hole/tower in the world. But like you said, things change during development all the time.

4. NLA is a city that could be more living and im sure the prototypes and alpha's were. then again the game is perfect. but u can walk trough cars

Again, you are correct, and that was the original goal. They wound up taking shortcuts to finish the game. Overall I'm okay with this, although literally walking through cars is humorous, albeit more convenient.

5. the red waymarker doesnt always give you the shortest route. moreover i had some waymarking where i had to walk trough a whole region. while if i walked just a bit i would have been on my destination. the waymarker isnt always reliable.

Completely true. Like Koko said the Follow Ball is ultimately like Tatsu: well meaning, somewhat useful, but occasionally quite stupid.

the game has been clearly reduced to be smaller. one can only wonder why. is it because the wiiu does not have enough horsepower? is it because the budget didnt allow to polish the rest of the worlds? is it because xenoblade dlc incoming cash cowing? is it because there was a deadline for the japan release? therefor making a european game better would make the japanes angry?

looking back at xenoblade chronicles wii. that game was huge as well. and i do not wish to stretch this topic but. that game has been made regardless of ps3 and 360 being stronger.but the devs didnt give a fly about that. they wanted t make the rpg regardless. but this time with xeno x the hardware did damage to the game thats for sure.

I don't think the evidence supports the conclusion. You're right about the reduction, but the likelier explanation appears to be budget and time. Monolith isn't actually a huge studio, and they've mentioned that their games don't always receive the largest budgets for their games. Reasonable sales expectations for the game certainly wouldn't justify a very large budget. Add to that how development probably wasn't super-efficient, as Monolith used this game to learn how to do HD development, and I think it's clear that hardware isn't the likeliest culprit.
