For a PS3 you need the BRD and an extra external if you wanted or maybe even a bigger internal drive but PC's of today really don't absolutely need a CD Drive let alone one specifically built for Blu Ray discs.
Most PC games these days don't even use BRD let alone being BR disks in general, used PC games are also practically a thing of the past these days, on consoles though it's not.
For scratched disks you could go to your local GAME store and have it slightly fixed for a small fee, a store my mate owns downtown back when I gamed on 360 charged at least near £10 to have the disk fixed to a better condition than what it was before. That said you could also do it your way as well.
