Yep, and I believe in free market... so they may try to make the games as they want, charge as much as they want and deliver as they want. Our position as customer is to choose how we want to be threated. If so many buyers are ok with this way of buying games then we complaining are on the wrong side of the market, but no problem we can still support only the pratices we agree... but a lot of people that complain do it for one company that they have no interest in the games, but buy the game with the same issues from a different company.
