EA in the west, and a tossup between Capcom and Konami in the east, thought right now I'd give the edge to Konami.
I enjoy the vast majority of Ubisoft's and Bethesda's releases, so I can't really complain to much about them, and Activision is hit and miss. I think they've been more of a bummer since merging with Blizzard, but they're nowhere near as bad as everyone makes them out to be, and certainly not on par with EA.
