I don't know but I'm confident that the handheld version will come first if it's released in two phases since it's Nintendo's stronger market, portable gaming is way more popular in Japan (and honestly, Nintendo seems like they only care about what the Japanese think), it would probably be cheaper and the 3DS audience is ready to upgrade.
