Twilight princess wasn't just first, it was only. There's no strong possibility of Zelda U cross gen, even if it happens because of a miracle, it will still be a wii u game.
No, main zeldas aren't taking 5 years to develop. 3 years is the norm. Two special cases (one of wich probably won't take 5 years) won't change that.
