Oh, weirdly your question jumped to the top of the post rather than the end, No not natively you can't (triple negative, still correct!) , here in EU you need a disk called a freeloader to be able to boot either US or Jap games, I think the same exists in the states for the GC, I got a US copy of Animal Crossing and Sonic heroes (and the EU version later of Heroes) as well as the JP DK games I said, Freeloader allows both other regions start up.
Point to note!!! you can never save a JP game using an EU console tho, the firmware doesn't have the JP character set to be able to properly write and label the save data on the memory cards, all you do if you try to save the game is end up with a lot of corrupt data, no real issue with the Donkey Konga games tho, it doesn't take 5 mins to unlock the hard modes of Good songs and doing 1 of those will give you the coins to unlock the rest, so each time playing that JP copy of 1/3 was fresh from the start. I'm not sure if US consoles would have the same issues, you should look into it before starting importing games.
