DS games outsold home console games most of the time these days so it's not really "odd" if you ask me.
Just compare the user base of Wii and user base of DS/DS Lite

 


I'm pretty sure Zelda PH will outsell Zelda TP in Japan for that reason. Now it may or may not become a million seller. I would edge on the side that it does, but not by a lot because the series isn't as popular as it once used to be, and I don't this it was ever quite as popular as in the US.
