In terms of just sheer spectacle, size, I would have to put Witcher, Fallout and Dying Light above it.
Now dont get me wrong I havent even played TR, but most people say its a good game much like the previous one. If its just like the previous one it will be an enjoyable game, but not GOTY material, just because the three games I mentioned have sheer size of the worlds, a high quality to them (which considering the size of the game world) and depth which would be unrivalled by a more traditional game playing experience such as TR. Unless the story was up there with say TLOU (which from what I've heard the story isn't that strong).
