Yes, because people don't like change.

It already started in elementary school that teachers said that "he who sleeps in a democratic state will wake up in a dictatorship". Back then I believed there is some merit to it, but it's obvious that's not going to happen. So there's no need for the average citizen to bother, hence why the percentage of non-voters increases with every election.

 

It won't become a dictatorship, but it will become a country where fewer and fewer people get more and more power. (it's pretty obvious that when the percentage of non-voters increase, each individual vote carries more weight.)
