Best console is PS4. Better exclusives on average, and more (compared to its main competition, XB1). More intense indie scene (compared to all but PC). Slightly cheaper online with much better perks (compared to XB1). Small box, promise of (mostly) affordable VR, the best Playstation controller to date, and a fantastic year ahead.

However, the best console still has gaps in its lineup. The best way to fill the gaps is to get a PS4, 3DS, and a $400-$500 PC. 3DS handles the bulk of handheld gaming, as well as most of the Nintendo exclusives that you'll care about. PS4 would handle your AAA titles and Playstation exclusives. PC would handle most of Steam, and wouldn't need to be very powerful if it was just to fill the spaces left by 3DS and PS4.

Another option is high end PC ($600+), 3DS, and Wii U. The PC would handle Steam and many third party AAA games, while Wii U and 3DS would get you those delicious Nintendo exclusives. This would be a fair deal more expensive, though, depending on how powerful you want your PC.

I would also like to add that there is absolutely no reason everyone doesn't have a PSTV. It's $40, guys. Seriously, that's the price of a brand new Vita game, and it plays most Vita games, a number of PS1 games, a number of PSP games, and can act as a proxy PS4.

No excuse, guys. For shame.
