Death not being permanent isn't a good motive because there are two issues:
1. The survivors have to work together to recover the lifehold, otherwise death is permanent. 2. Regarding Lao, it's made clear that the memories of the mimoids will also be stored in the mainframe, so once the lifehold is recovered and things are prepared for a normal life, all criminals would be penalized in one form or another. This could mean as much as that mimoids of criminals are shut down and no other body is given to them, making it impossible for them to run away and hide after committing crimes. So screwing over other people for monetary gains ultimately wouldn't work.
The only good motive to commit the crimes is if one assumes that humanity is screwed and will die anyway, so you might as well act totally selfish in the final days of your life.

Oh I mostly agree, although it's worth pointing out that most people didn't know point one was an issue until after the Ganglion made their intentions clear. Even the conclusion to the second point doesn't really make much sense; it's not like there are a ton of luxuries available for purchase at the moment, so becoming obscenel wealthy now doesn't make a lick of sense even in the short term.
