Oh yes, nothing shady about messing with the biggest and most loyal section of your fanbase for an entire year plus PC for a couple months at all, especially when they were going to get the game at the same time until MS paid up.
And don't even give me the SFV full exclusivity excuse, Capcom already made it clear XB1 was never getting the game to begin with. They needed help with it, just like they needed MS' help with Dead Rising 3 and Nintendo's help with Monster Hunter 4, and Phil Spencer flat out said he wasn't going to support the cross-play feature they wanted. That right there pretty much sealed the XB1's fate as far as that game is concerned.
Rejecting the developer's vision for the game and selling over a million fewer copies of the previous installment than your competition (and SFIV did sell over a million more copies on PS3 than 360)=game goes to your competitor as a console exclusive, same deal with FF Heavensward.
