2020. There's no need for stronger hardware before. Sure, you could up the resolution or the frame rate a little, but it wouldn't be enough to justify another 400 $ from your main audience. If PS5 released in 2018, games would just continue to come for PS4 with just minor graphical differences. Only enthusiasts would throw out another 400 or 500 $ for new hardware, the masses would just stick to their old console. The sales of the successor would be horrible. That's why new hardware needs a serious step forward and right now, there's nothing like that on the horizon.

Also, Sony and Microsoft will want to wait until SSD are cheaper. HDDs are not an option for next-gen, they would seriously hold back the speed of the devices. So once you can get a 1 TB SSD for about 50 bucks, that's when you will see Next-Gen.
