It's 2016. Handheld devices now reach 1080p easily, with some having 4k screens. Also, the power of the 3DS is disappointing as well.

Hopefully Nintendo tries to put more power into their next handheld device. They should have a decently powerful processor with a 720p/1080p screen.

These Smartphones and Tablets which use the high-end chips however also cost over 500€/$ when bought without a contract. That's way above what most people would pay for a handheld gaming console, even half of this is pushing it. Also the more powerful the internal hardware is the more power it consumes, thus limiting battery life.

While the next Nintendo handheld must clearly become much more powerful than the 3DS, a high-end chip like a Snapdragon 820 would be overdoing it. Something a bit more modest is needed for sake of price, battery life and heat (the newest chips tend to run pretty hot).

Also, while Smart devices now come with 4k screens, how many games make use of it? I could see the next Nintendo handheld with up to full HD (though I rather expect something a bit less, like 1600x900), but more than that would be clearly overdrawing at the power bank, especially in later years.
