If anything, it will be a home console with some handheld features.
Why should Nintendo develop a handheld console anyway? Nintendo already owns the handheld market with over 80% market share, even though their 2DS/3DS is technically completely outdated these days.
And the handheld market is problematic anyway, because with everyone owning smartphones nowadays there is little reason to buy and carry an additional handheld around.
Home consoles, now THAT's where there's still some bucks to be made. And in this important segment, Nintendo is currently completely lost, with their current home console being the most unpopular console they ever made.
Of course NX is (at least primarily) a home console!
