Probably, I think MS is taking into consideration that dedicated gaming machines is a declining market. Even if X1 manages to sell at par with the 360 they have other things they should focus on as well. For example, they also own another popular gaming platform called Windows which brings in a lot of money for them.
Sony on the otherhand is pushing Playstation more than anything, its arguably the best thing going for them right now.
Hence, it could seem MS is moving away from Xbox simply because they have a lot going on unlike their competitors. I feel like gaming is something MS does to appeal to certain markets, its not a primary concern. While Playstation is a very signficiant part of Sony.
