I had a similar problem last year.

Is your Tiny Tim from another region? Because with Steam's new rules, if you buy a game from one region (say US or Europe) and want to gift it to someone from another one (say Russia or South America), your gifts will be locked in your inventory for 30 days until you're able to gift them.

It sucks, I know.

I dont think that would be the problem, cos im from Ireland and his from England going by his profile on here :-/.

Maybe i should just let him know on steam that i sent them??.
