Animal Crossing: Amiibo Festival without question. It's built from the worst aspects of Mario Party 10, an already poor release, and has somehow managed to suck out even the last few drops of fun left in that title to create an even more soulless experience.
Neither Devil's Third nor Mario Tennis: Ultra Smash have anything on Amiibo Festival. Neither are great games, but there's at least some enjoyment and engagement to be had from both. Devil's Third is mainly plagued by archaic design decisions (which are fine if you're a fan of old-style Japanese action games) and technical issues likely owing to the troubled development process, likely low development budget and numerous engine changes and reworks. Ultra Smash, on the other hand, is just severely underwhelming when compared its predecessors and its few new features are let down by questionable design decisions (like the Mega Mushroom cutscenes interrupting gameplay (this happened to a degree in Power Tennis as well) and the inability to play online with friends).
