It's not a "snubbing". It's going be coming from an independent studio. Meaning, they need a publisher. Sony would have approached him on this, considering their long standing relationship.
That's why when it was officially announced, it specifically said his first game would be console exclusive. Not that "all his games are PS exclusive". From Soft made Demon's Souls, but Dark Souls was multiplatform.
