Does it really matter? Afterall we are discussing a console verses a hand-held which is a bit like comparing apples to oranges. It would be much more appropriate comparing the WiiU against the PS4 and the XB1.
Of course if you want to compare the Vita against another hand-held we can look no further than the 3DS which is approx 56.2 million to the Vita's 12.5 million. Does that mean the Vita is doing pooly? Well in terms of comparison in sales "yes", however the real question should be "Are these handhelds making a profit in sales and game sales?" If the answer is "yes" for both then what is the problem.
