It is bad because it devalues the "normal way to achieve it". To know that you could just buy that level instead of playing the game to achieve it just doesn't feel so great (same for all games offering this stuff).
The worst case scenario would be a game like Dark Souls offering this stuff. Knowing with every death that you could simply invest some money for some level (or whaever else) would totally fuck up the fun of it.
At least for me a situation where I think "hmm, I have to invest x hours for this level which they also sell for y bucks" is something which takes some fun away of the game because I would never buy a level but investing many hours for leveling up just feels like wasted time then.
