I dont think thats what MS meant when they said built from the ground up. I have no doubt that many up and coming PC games will still have the options of previous versions of DX and OGL since PC is a wide audience with many different configurations. Built from ground up will mean games designs with DX12 in mind and then having other options incase your PC card cannot run the game with DX12.

For example, I was playing EvE Online the other day and finially switched it to DX11 instead of DX9, now EvE online isnt design around DX12 so when that option becomes available i dont expect much difference where as Deus Ex MD is most likely being built around DX12 but will be optimised to also run on DX11 so i would be expecting a bigger difference where as Fable Legends i expect nothing more then a smooth experince etc.

Either way time will tell. DX12 is only going to benefit those who have Windows 10 so we arent losing anything from it. If it pushes my i7 more or my GPU more then its welcome.
