You know Windows 10 is a free upgrade (forced really?) for many and it would be wierd not to upgrade to Windows 10 since its the best preforming Windows since 7. If you plan on gaming on PC with an older WIndows then good luck because the support for those versions will only be decreasing as time goes on. As for Vulkan i havent heard enough about it to get excited about. I dont plan on running my games on Linux or a Steam Machine since i use my Gaming rig for many things not just gaming so DX12 will be the bigger benefit for me and it also benefits the XB1 and other MS devices. Plus i am a huge Blizzard fan who use DirectX over OpenGL.
