As head of the Xbox division, Phil would likely get with the engineering team and provide his insight and vision BEFORE the console even went into production. This means that yes, he could have had a dircect impact on what the machine was and is. You don't need to have an engineering degree to tell engineers to make a console that can do __ or do __. Steve Jobs is a perfect example of that.
