This isn't weird. I'm surprised NoA didn't just default to a digital only release. They likely printed the absolute minimum number of copies and basically only shipped pre-orders and a copy or two to any store that happened to request it.

But once they committed to give it a physical release, that might actually be more expensive for them than printing and shipping a half-decent number of copies...
