They used it to describe how much action the game has, comparing it to Dissidea and Kingdom Hearts. I don't understand how this can create any confusion. They showed gameplay, commented on it being an action game, and compared its action directly to there two most actiony Final Fantasy-affiliated franchises released so far. The ATB guage is probably built up over time as a reverse cooldown meter, giving you access to a special attack when it's filled up. You know. Like in fighting games.
Or who knows. The red bar could be like "overheating," where the player can only use basic attacks until they are out of the red. All attacks then fill up that meter, with special moves fulling it more.
Either way, there's no grey area. It's an action game.

Not too sure about that. There was another article I think somewhere that described not having full movement control of the character.
