I would assume they would. Unless they plan on copying the Pokemon mystery gift events where you have to bring your system to a wifi hotspot to download a new Pokemon xD
If they're going to emulate that, they will have to make a portable cheap product that can store data and connect to the Wii U. Like an Amiibo!
