Can someone explain me how can they do that without turning the console into a PC? Because in a console all components are soldered onto the PCB, you just can't remove one part and put another one in its place.

Nintendo filed a patent for cloud computing to power up console and handheld gaming. Not only that you can contribute to others and it gives you benefits. If done correctly, it could end up leading to pretty much never needing to upgrade a console again. It comes in the form of a device you plug into the back of your existing console.
