It may be a little annoying, but it really does make sense. With today's standards, there is just so much more work to do to create a single environment and FF7 has dozens of them. I like it better this way than if they were just rushing everything or something. I also really like that they want to bring in new stuff to surprise the veterans, I'm pretty excited for that and right now, I am actually hyped for the game! :)
Don't worry though, there will be a complete collection or something in the end, so you will get your full FF7 Remake at some point. May take a while though.
