Halo and Gears are not the draw they once were. They're a bit long in the tooth at this point and have lost a lot of their punch. Normally, it would be time to start thinking about new workhorse franchises but the problem is that Microsoft has invested a lot into acquiring these franchises and turning them into perennials. I'm not sure about Gears but it's obvious they're going to flood the market with the Halo brand, which has the potential to drive the long term value down even further.
Regardless, Microsoft should probably start looking for the next big IP if they want to stay in the videogame market.
